Is America just like Nigeria?

According to Hillary Clinton, elections work the same way in both countries. She said she thinks the 2000 Presidential Election was rigged.
1. Does she really think that’s how Gore won the popular vote?
2. Does she believe the Founding Fathers were in on it by writing the Constitution in such a way that one candidate could win the popular vote but not the Electoral College? I know she thinks there is a vast right wing conspiracy, but is she saying it goes all the way back to the 18th century?
The reality is she thinks that Jeb Bush somehow got elected governor of Florida with the knowledge that his brother, George, would run for President, and that the election would come down to a recount in Florida. Boy, she must think those Bushies are really smart if they were able to do all that. But hey, give her some credit…at least she knows who the Secretary of State is.
